Urban Development Planning Project
ASSAF GROUP Consultancy Services (ASSAF) was appointed by the General Authority for Urban Planning as the Planning Consultant for the urban development planning of Tor Sinai, the capital city of South Sinai Governorate. The project aimed to establish a comprehensive planning framework to support sustainable urban growth while respecting the city’s strategic, environmental, and socio-economic characteristics.
ASSAF is providing fully integrated multidisciplinary consultancy services.
Tor Sinai faces unique planning challenges due to its sensitive coastal environment, limited developable land, and the need to balance administrative, residential, and tourism-related growth. The main challenge was to organize future urban expansion in a controlled manner while preserving natural resources and ensuring efficient service distribution for a growing population.
ASSAF delivered a structured urban development plan that defines clear land-use regulations, supports infrastructure and public service planning, and enhances connectivity across the city. Completed in 2009, the project established a practical roadmap for sustainable urban growth and informed decision-making, reinforcing ASSAF’s expertise in large-scale urban and regional planning across Egypt.
